Sadrists call for new elections in Iraq

The political party loyal to radical Shiite cleric Muqtada al-Sadr called Monday for the dissolution of Iraq's parliament and new elections in another move that could escalate the country's growing sectarian crisis.

The anti-American Sadrist bloc is a partner in the Shiite-dominated government of Prime Minister Nouri al-Maliki. Bahaa al-Aaraji, the head of the Sadrists' bloc in parliament, said the elections are needed because of instability in the country and problems that threaten Iraq's sovereignty.

"The political partners cannot find solutions for the problems that threaten to divide Iraq," he said.

Iraq plunged into a new sectarian crisis last week, just days after the last American troops withdrew at the end of a nearly nine-year war.

The new political crisis has been accompanied by a new wave of attacks on the Iraqi capital by suspected Sunni insurgents linked to al-Qaida. A suicide bomber set off a car bomb Monday at a checkpoint leading to the Interior Ministry, killing seven people and injuring 32, officials said. Police and hospital officials said the bomber struck during morning rush hour, hitting one of many security barriers set up around the ministry's building.

Al-Maliki is in a political showdown with the country's top Sunni political figure, Vice President Tariq al-Hashemi, after the government issued an arrest warrant for al-Hashemi on allegations his bodyguards ran hit squads targeting government officials.

The prime minister threatened to form a government without al-Hashemi's Sunni-backed political party, Iraqiya, which is boycotting parliament and mulling whether to pull out of the ruling coalition.

Iraq was dominated by the minority Sunnis under Saddam Hussein until the U.S.-led war that began in 2003 ousted him. Majority Shiites have dominated the government ever since, though Americans pushed hard for the inclusion of Sunnis with a meaningful role in the current governing coalition.

Bitter sectarian rivalries played out in 2006-2007 in violence that took Iraq to the brink of civil war and the latest tensions have raised fears of a resurgence of Shiite-Sunni violence.

The political crisis taps into resentments that are still raw despite years of efforts to overcome them. The Sunnis fear the Shiite majority is squeezing them out of their already limited political role. Shiites suspect Sunnis of links to militants and of plotting to topple the Shiite leadership.

The Sadrists have played an important role in maintaining Shiite domination over government ? their support last year catapulted al-Maliki back to the prime minister's office for a second term.

For the proposal to dissolve parliament to gain traction, it would take the consent of at least 1/3 of parliament, the president and the prime minister or a simple majority of lawmakers. Al-Maliki, who only secured his position after nearly nine months of political wrangling after the last elections, would likely be loathe to go through the process again and risk an unfavorable outcome.

Al-Aaraji said the proposal first needs approval of the larger coalition between the Sadrists and al-Maliki's alliance, the two most powerful Shiite parties.

A Shiite lawmaker loyal to al-Maliki, Kamal al-Saiedi, said the proposal should be studied.

"Forming the current government was not an easy issue, therefore going back in the direction of new elections would be more difficult," he said.

A Sunni lawmaker with Iraqiya, the Sunni-backed bloc of the wanted vice president, said new elections would not bring security and stability. He pointed to the prolonged negotiations that were needed to agree on the government in place now, and said a new election would only bring the same people to office.

"We need to sit around the same negotiating table and that is the only path to salvation from this current crisis," said Kamil al-Dulaimi.

Also Monday, a roadside bomb hit a passing army patrol in the Abu Ghraib area west of Baghdad, killing two soldiers and injuring two, a police officer and a doctor said.

Al-Maliki's adviser for National Reconciliation Amer al-Khuzaie, said leaders of Asaib Ahl al-Haq, one of the top Shiite militant groups, had decided to lay down their weapons and join the political system.

Asaib Ahl al-Haq, or Band of the People of Righteousness, was a splinter group from the Mahdi Army, also headed by al-Sadr. They, along with the Mahdi Army, were two of three Shiite militant groups active in Iraq that were dedicated to fighting the U.S. military presence.

Al-Khuzaie said the group had signed an agreement in recent days renouncing violence. He said they would change their name and join the political process. He said he had been negotiating for months with the group, who said they would join the political process after the U.S. military left Iraq. All American troops departed on Dec. 18.

Officials from the group were not available to confirm the decision.

U.S. officials have warned that these Shiite militant groups could turn against the Iraqi government after the American military has gone. A key test to whether Asaib Ahl al-Haq, an Iranian-funded group, is committed to becoming a peaceful part of the political process is whether they actually turn in their weapons, especially the more powerful and sophisticated weapons they're believed to get from Iran.

Troubled Ethiopia-Somalia history haunts Horn of Africa (Reuters)

NAIROBI (Reuters) ? Five hundred years ago, an Imam who ruled much of what is now Somalia, led a daring invasion of Christian Ethiopia, looting monasteries, burning down churches and slaying all who resisted.

Centuries on, memories of Imam Ahmad Gragn still haunt both countries, and echoes of that long and bloody history still ripple across the Horn of Africa region which considers Somalia the greatest threat to its stability.

Back then, the Ethiopians were beleaguered as the invaders occupied some two-thirds of the country. Help eventually came in the form of 400 Portuguese musketeers, who sailed into Massawa port and embarked on a six-day march to the front.

Gragn had his backers too. Reinforcements from Arabia soon rolled in alongside a gift from the Ottoman Empire: 900 of its famously hardened musket experts. The war lasted over a decade.

Fast forward to the present day, and with Ethiopian troops deploying over the border again last month to fight Islamist rebels linked to al Qaeda, the latest chapter of a book with few uplifting passages was written.

Though present-day incursions and clashes are driven by strategic motivations and regional politicking against the backdrop of the global war on terror, those centuries-old grudges, raids and musket-battles still shape events.

"In Ethiopia, the damage which Gragn did has never been forgotten," Ethiopia expert, Paul Henze, wrote in a book on the country's history, Layers of Time.

"Every Christian highlander still hears tales of Gragn in his childhood. I have often had villagers in northern Ethiopia point out sites of towns, forts, churches and monasteries destroyed by Gragn as if these catastrophes had occurred only yesterday."

Though Gragn's ethnicity is disputed by historians, Ethiopians know his army was overwhelmingly manned by ethnic Somalis, and that stings.

DELICATE RELATIONS, COMPLEX HISTORY

Somalis, too, are haunted by past Ethiopian invasions.

Ethiopia and Somalia still hand-pick powerful allies keen to win clout in the Horn of Africa.

Its location on the Gulf of Aden and its potential as a base for militant Islam make it an ideal arena for proxy wars, influence-peddling and diplomatic skullduggery.

The two countries - Ethiopia then supported by the Soviet Union and Cuba and Somalia supported by the United States - fought one of their many wars over Ethiopia's mainly ethnic-Somali Ogaden region in 1977-1978.

Ethiopia's victory was helped by some crack Cuban troops, a modern day echo of the foreigners who helped in the sixteenth century. Since then, Western and Eastern powers have switched allegiances, depending on the politics of those in power.

These days, Ethiopia, seen as a critical bulwark against the rise of Islamist militancy in the strategic region next to the world's busiest shipping lanes, is Washington's main ally.

"An unstable Horn of Africa could have a destabilizing effect on the world," a Western diplomat in the region told Reuters. "The U.S., Britain, China - and increasingly Turkey -are all trying to get a foothold here for both security reasons and economic reasons. Ethiopia makes the best ally right now."

But despite the leadership changes, and the temporary alliances in a region that is no stranger to pragmatic politics, that old animosity is playing out again.

ETHIOPIA. WHO ELSE?

At the centre of the latest episode between the two nations is the Islamist rebel group, al Shabaab, which has declared holy war on the still mostly-Christian Ethiopia, and threatened to launch suicide attacks in its capital, Addis Ababa.

Neighboring Kenya sent troops across the border in October, unsettled by a spate of security attacks it blamed on the militants, with the aim of dismantling the rebels' networks.

Ethiopia watched closely, analysts say, unsure of whether the Kenyan intervention would work. Finally, a month ago, with the Kenyans stalled, its troops moved into Somalia to arm and train the pro-government militia Ahlu Sunna Waljamaca (ASWJ).

Such is the delicacy, that Ethiopia has not admitted publicly to its latest incursion despite scores of testimony from local witnesses, elders and reporters.

"The knowledge of history as well as the unwillingness to hand al Shabaab the propaganda coup, just when the terrorist group is weakened, probably has a great deal to do with Ethiopia's reluctance to do more than build up the capacity of local Somali allies like ASWJ and to try to politically unite them in a common effort," J. Peter Pham, Africa director with the Atlantic Council, told Reuters.

Until now, Ethiopia had seemed reluctant to get involved in Somalia again after a 2006-2009 incursion to overthrow another Islamist group that had taken over Mogadishu sparked such ire among some Somalis that al Shabaab rose from its ashes.

This time, the Ethiopians say, their hand was forced.

"Somebody needed to go in and help. Somalia is the world's biggest security problem and that threatens everybody," an Ethiopian official told Reuters.

"We're aware that, for some Somalis, we are not the best choice and that is why we are being careful. But, yet again, who else?"

    2012 New Year Resolutions for CEOs and ... - Big Fat Finance Blog

    January 1st, New Year Day, is a chance for proposing changes. The tradition is to make resolutions such as to lose weight or exercise more. Typically they are personal ones made by the individuals, but I have a new twist by making a resolution for CEOs, heads of government agencies and executive teams of all organizations.

    I propose these types of managers enlist in a yoga class. My reasoning is that they need to periodically detach themselves from the hustle and bustle of the flurry of daily distractions and have some solitude and be introspective. I was inspired by this idea by reading a lecture by William Deresiewicz that was delivered to the plebe class at the United States Military Academy at West Point in October, 2009.

    Deresiewicz began his lecture by asking, ?What does solitude have to do with leadership? Solitude means being alone, and leadership necessitates the presence of others ? the people you?re leading. When we think about leadership in American history we are likely to think of Washington, at the head of an army, or Lincoln, at the head of a nation, or King, at the head of a movement ? people with multitudes behind them, looking to them for direction. And when we think of solitude, we are apt to think of Thoreau, a man alone in the woods, keeping a journal and communing with nature in silence.?

    Solitude allows one to be alone with your thoughts. Arguably solitude is crucial to carry out the task of leadership. Executives need this, and a yoga class may provide them the chance to deeply consider the lasting improvements and skills their organization will need to for sustained organizational performance improvement. These include exploiting the emerging practices of business analytics and deploying and integrating enterprise performance management methodologies. These include strategy maps, scorecards, dashboards, risk management, activity-based costing, predictive analytics, rolling financial forecasts, and many others.

    Sadly, just as New Year resolutions are usually broken, my fear is that executives will not actively adopt these methods, despite their being proven as ways to advance their organizations. The program is expanding next year to include 72 stops featured within nine categories: golf courses, wineries, festivals, culture/history, water recreation/adventure, parks, unique accommodations, family fun and culinary. The Passport program, coordinated by the Department of Economic Development?s Travel & Tourism Division, encourages travelers to visit attractions statewide, collect stamps at designated stops and earn prizes in the process.

    To be considered as a featured destination in the 2012 Nebraska Passport Program, please complete the application at industry.visitnebraska.org/pdfs/2012PassportApplication.pdf, and e-mail it to Public Relations Coordinator Shannon Peterson at shannon.j.peterson@nebraska.gov by 5 p.m. Friday, Jan 13.

    All applicants will be notified as to whether or not they are selected by Jan. 30. By submitting an application you agree to:

    • Be open regular and reasonable hours, including at least one weekend day.
    • Staff your attraction with a friendly person who can stamp passports during listed business hours and share information about things to do in your area.
    • Positively promote the program by displaying materials, such as posters and passports at your attraction.
    • Pay a $100 participation fee if selected as a featured attraction.
    • Abide by Nebraska state law that prohibits charging participants for stamps.

    Being featured in the Nebraska Passport program provides exposure to potential new visitors. In a follow-up survey, 94 percent of previous
    participants said they visited at least one Nebraska attraction they wouldn?t have otherwise visited because it was a Passport stop. In addition,
    71 percent of respondents said they spent at least three nights away from home while visiting Passport sites.

    Casey Anthony sued by man who found her child's remains (Reuters)

    ORLANDO, Fla (Reuters) ? The man who found 2-year-old Caylee Anthony's body in 2008 is suing her mother for damages, saying Casey Anthony defamed him during her murder trial earlier this year.

    Former meter reader Roy Kronk said in a lawsuit filed in Florida on Wednesday that 25-year-old Anthony and her lawyers tried to shift suspicion away from the young mother and on to him.

    Kronk testified he found Caylee's body in the woods near Anthony's home and called police. Casey Anthony was charged with killing her daughter, but a jury acquitted her in July.

    In the suit, Kronk claims the defense variously accused him of involvement in Caylee's death. He said lawyers described him as a killer, a child snatcher and morally bankrupt, and accused him of finding and keeping Caylee's body and then placing the remains where they were found.

    But defense attorney Jose Baez also told jurors Caylee accidentally drowned in the family's backyard pool. If that was true, then Anthony and her lawyers knew their statements about Kronk were false, according to his complaint.

    Kronk also has sued the National Enquirer tabloid newspaper and bounty hunter Leonard Padilla for defamation.

    In a motion to dismiss, the Enquirer claims its article accurately reported Anthony's attempt to blame Kronk and was based on documents filed in court records by her lawyers.

    Padilla, who once bailed Anthony out of jail prior to her trial, contends in court records that anything he said about Kronk was opinion and related to a matter of public concern.

    Kronk's suit against Anthony is the third she faces in Florida.

    She is being sued for defamation by a woman named Zenaida Gonzalez, who claims her life was ruined when Anthony initially told investigators Caylee was kidnapped by a nanny of the same name.

    Anthony also is being sued for damages by Texas EquuSearch, a nonprofit group, for expenses incurred during the five-month search for Caylee.

    Also on Wednesday, a lawyer for Anthony filed a motion asking that a prosecutor be held in contempt of court for revealing details of her psychiatric evaluations in his new book about the case.

    Jeff Ashton, who retired after Anthony's trial, published details from the depositions of two psychiatrists in his book, "Imperfect Justice." The doctors said Anthony claimed she had been molested by her father and her father had drowned Caylee.

    Judge Belvin Perry sealed the depositions from public view before the trial began because the allegations were so sensational, according to Ashton, and Anthony's lawyers never called the psychiatrists as witnesses at trial.

    Ashton could not be reached for comment on Thursday.

With a range of 86 miles from its 16.4 kWh lithium-ion pack, it'll take six hours to charge over 220 volts or alternatively 25 minutes with an undisclosed fast-charger. Kia also says its electric motor has a "best in segment" efficiency rating, which at 93 percent sounds plausible. What isn't however, is the claim it's also "brisk," which is at odds with the lethargic 15.9 seconds it'll take to go from 0-62MPH. Undeterred by its languid persona and unconventional looks?     Britney Spears' Big 2011: From A Smash Album To A Ring On Her Finger

    A decade into her career, the pop megastar reinvented herself this year as the ultimate Femme Fatale and made a big commitment to Jason Trawick.

    Maybe Britney Spears' lucky number is 30. The singer turned 30 this year, marking the landmark birthday on December 2 with a fan-voted MTV News tournament that crowned the Best Britney Video of All Time. But her 30th year also proved to be an incredibly successful period in her career.

    For the first time in a while, she seemed comfortable being the pop megastar that she is. More than a decade into her career, Spears re-emerged as a Femme Fatale, giving fans a fist-pumping album, embarking on a flashy tour and dropping more memorable music videos. Britney Spears fandom was reenergized as the singer came out of her shell, opening up about this phase in her career as well her personal life in several high-profile interviews. So it's probably not surprising that Spears will cap off the year at #4 on MTV News' Top Newsmakers of 2011 list, just behind Lil Wayne.

    "When I was younger, I was busy, busy, and I was always singing and dancing all the time. I was just really creative," she recalled in the MTV special "I Am the Femme Fatale." "That's when my mom realized I'm a really creative person."

    She let that creativity shine over the past 12 months. From "Hold It Against Me" to "Till the World Ends" to her Chris Marrs Piliero-directed "I Wanna Go" and "Criminal," Britney made headlines every time she dropped a music video. But no vid stirred up as much controversy as her "Criminal" clip, which featured real-life boyfriend (now fiancé) Jason Trawick — and his abs.

    "At the end of the day, Jason killed it," Piliero told MTV News of Trawick's cameo. "That was one of those things I was really stoked [about], as much as I went into it like, 'Wow, he's not an actor. This is going to be interesting,' but I really do like a challenge, and I really do like the idea that I'm a director and my job is to direct and get the performance. For me, it was a fun challenge to be like, 'I'm gonna make sure that you are awesome,' and he was."

    Between video shoots, Spears hit the road with the likes of Nicki Minaj, Joe Jonas, and DJ Pauly D. Spears fully embraced her sensuality on the Femme Fatale Tour, a spectacular show full of costume changes, elaborate stage setups and stunning mini-films.

    And while much of the 2011 VMA buzz was about Beyoncé's baby bump and Jo Calderone, Spears stole the spotlight by walking away with a Moonman for Best Pop Video and the prized Video Vanguard Award. She also had tongues wagging after an onstage kiss from Jo (a.k.a. Lady Gaga), just before she was honored with an electrifying dance tribute that highlighted some of biggest career moments.

    "It was really crazy. I had no idea what to expect," Spears told us backstage at the VMAs. "The kids were amazing and so entertaining, and it was a really fun night. It was really cool. I was like, 'Wow, that's really sweet!' "

    As 2011 came to a close, Spears wrapped up her tour, and MTV News threw her a birthday bash in the form of the "30 Videos for 30 Years" tournament. The competition was heated but in the end, Spears' iconic "I'm a Slave 4 U" took home the prize. And just when it seemed things couldn't get any better, Britney confirmed she was engaged to Trawick after dating for two years. She showed off her Neil Lane ring during a celebratory weekend in Las Vegas.

    Sprint sues Time Warner, Comcast, Cable One and Cox for infringing twelve digital phone patents

    Sprint's lawyers have been hanging out with nothing to do for a few days, so it's time for them to get back to work. The Now Network is now focusing its sights on Time Warner, Comcast, Cable One and Cox, slapping each one with a separate lawsuit claiming they have been infringing on up to twelve of their patents. The technology the companies have been using, Sprint states, relates to the transmission of voice data packets and was patented in the 1990s. Interestingly enough, several of these patents were the subject of its 2007 infringement case against Vonage, in which the VoIP company was ordered to fork over $80 million. In the filings, Sprint mentioned that the four entities "have realized the great value in this technology and have misappropriated it without Sprint's permission." Our world may be frightening and confusing, but it sure can be lucrative at times. And let's face it -- Sprint has quite a few bills to pay over the next couple years.

    Top political videos: Gay marriage, Obama, Perry (AP)

    NEW YORK ? A young Iowa man's plea for marriage rights for his lesbian parents drew 18.3 million views to become the most-watched political video of the year, according to YouTube's ranking of viral political videos.

    President Barack Obama's speech to the White House Correspondents' Association dinner in April was second on the list, while Republican presidential candidate Rick Perry's ad criticizing gays in the military placed third and was the year's most-watched campaign commercial.

    YouTube, the popular video-sharing site, released its 2011 list Tuesday. The company based its rankings on videos uploaded by users to the site's news and politics category.

    Rounding out the top five: Obama's announcement of the death of Osama bin Laden on May 1, and "Brother Can You Spare a Trillion?" by Florida Republican activist Blaise Ingoglia, warning of the mounting federal debt.

    Together, the top 10 political videos drew about 50 million views from January to mid-December 2011.

    To be sure, the political offerings were much less popular than those on YouTube's Top 10 overall list, which was also released Tuesday.

    "Friday," Rebecca Black's sing-songy paean to the weekend, was the most-watched video of the year with nearly 180 million views, YouTube announced. Even "Cat Mom Hugs Baby Kitten," which placed 10th on the overall list, had a whopping 37 million views.

    But Ramya Raghavan, news and politics manager for YouTube, said public interest in political videos was already strong and would grow more so as the 2012 presidential campaign intensifies.

    "A roller-skating baby is always going to get a lot of views," Raghavan said. "But the audience is also showing a big appetite for political news and content, and there is so much more of this presidential race to go."

    A hearing in the Iowa House Judiciary Committee over a constitutional amendment banning gay marriage last winter generated the most-viewed political video of the year.

    Zach Wahls, a student at the University of Iowa, stood before the panel to describe growing up as the son of two women. A handsome Eagle Scout, Wahls described a childhood similar to that of other Iowa families.

    "In my 19 years not once have I ever been confronted by an individual who realized independently that I was raised by a gay couple," Wahls told the committee. "And you know why? Because the sexual orientation of my parents has had zero effect on the content of my character."

    Iowa's state Supreme Court legalized gay marriage in April 2009. The proposed amendment would have revoked marriage rights.

    The Iowa House passed the amendment despite Wahls' plea. But state Senate leaders decided against bringing up the matter, effectively killing it for the time being. Many gay rights activists credited the Wahls video for helping draw attention to the issue.

    Obama appears twice on YouTube's list. His remarks at the April 30 correspondents' dinner, where he skewered real estate mogul Donald Trump for raising questions about his birth certificate, drew 9.1 million views.

    Obama's speech announcing the U.S. mission that killed bin Laden came a day later, drawing 6.2 million views.

    Campaign commercials for Perry, the Texas governor, appear twice on YouTube's list.

    In "Stronger," which placed third on the political list, Perry vows action against Obama's "war on religion."

    Perry says, "There's something wrong in this country when gays can serve openly in the military but our kids can't openly celebrate Christmas or pray in schools."

    The ad drew 7 million views in less than two weeks. It also provoked controversy and sparked several parodies.

    Perry's debut presidential campaign ad, "Proven Leadership," also made the list with 2.1 million views.

    Other videos on YouTube's top 10: comedian Seth Myers' remarks to the White House Correspondents' Dinner; Jon Stewart of "The Daily Show" appearing on Fox News Channel with host Bill O'Reilly; Herman Cain's campaign ad featuring his chief of staff, Mark Block, smoking a cigarette; and a mock Obama campaign ad produced by the National Republican Senatorial Committee.

    Humane Society targeted by pro-shelter campaign (AP)

    MINNEAPOLIS ? The Humane Society of the United States says it's under attack by a new group that's trying to starve it of funding by urging donors to send money to local animal shelters instead.

    The society has long been a thorn in the side of some in agriculture with its undercover investigations and campaigns against animal cruelty. It claims the new group is the brainchild of conservative public relations executive Rick Berman, who spearheaded an earlier campaign against it, and that it's supported by big agricultural interests.

    Berman won't say who's funding the Humane Society for Shelter Pets.

    The new group announced itself two weeks ago with full-page ads in USA Today, the Los Angeles Times, Chicago Tribune and New York Times. They show a sad-eyed dog and ask, "Please help shelter pets by donating locally, not to HSUS," and direct people to HumaneForPets.com, where they can find links to local shelters and more information.

    Wayne Pacelle, president and CEO of the HSUS, said he's certain that agribusiness concerns are behind the campaign because he's heard that Berman made the rounds of major trade groups seeking support for it.

    "We consider it the highest compliment because it demonstrates beyond a shadow of a doubt that we're the most effective organization in the field of animal protection, and one that industries that have something to hide are most worried about," Pacelle said.

    The HSUS has long campaigned for more humane conditions for farm animals, opposing the use of cramped cages for pregnant sows and egg-laying hens and the slaughter of horses for food. It lobbies Congress and state legislatures and frequently launches ballot initiatives to achieve its goals.

    Jeff Douglas, co-director of the Humane Society for Shelter Pets, said his organization was formed simply to educate people who want to donate money to shelters. He said about 650 shelters have expressed support for his group.

    "People think that when they give to national organizations like the Humane Society of the United States that the money is being returned to localities, but the reality is only about a penny of every dollar raised by the Humane Society of the United States is returned (to local shelters)," Douglas said.

    Pacelle said that's misleading because shelters aren't his group's main mission ? it's an animal welfare advocacy group. But he also said the society has given $43 million in grants to other animal welfare groups over the past four years alone, helps rescue thousands of animals every year and provides training and services to local shelters and rescue groups. HSUS donors understand its role, he said.

    It's easy to confuse animal protection groups and shelters because their names often contain the terms "humane society" or "society for the prevention of cruelty." Usually, they're independent.

    Although Douglas said his group only wants to help shelters, the dispute highlights the deep rift between HSUS and those who contend its long-term goal is to reduce meat consumption.

    Pacelle denies his group is anti-meat, saying it includes everyone from livestock producers to vegetarians. He said HSUS has a history of working with industry, pointing to its efforts leading to last week's announcement by Smithfield Foods Inc., the world's largest pork producer, that it will stop confining pregnant sows in small metal crates by 2017.

    Kay Johnson Smith, CEO of the Animal Agriculture Alliance, a nonprofit backed by livestock, poultry and other industry groups, said HSUS has "the same radical agenda" as groups such as People for the Ethical Treatment of Animals, which opposes eating animals. The difference, she said, is that HSUS wants to work incrementally to reach its goal of raising the prices of meat, milk and eggs so they're out of reach to most Americans.

    Berman owns the Washington-based public relations firm Berman and Co., which runs the Center for Consumer Freedom. That group operates HumaneWatch, which has kept up a steady stream of attacks on HSUS since it launched early in 2010.

    Berman insists the idea for the new effort came from others but said his firm has donated more than 1,000 hours of work to help it get off the ground and is providing free public relations and other services.

    Pacelle, however, contends the Human Society for Shelter Pets has been Berman's idea from the start. He provided The Associated Press with a memo he said was leaked by "a source in an animal-use industry" he declined to name. In the memo to big donors, Berman lamented the difficulties he was having in recruiting a suitable leader for a project then called the Humane Society for America's Pets.

    But Berman also told them HumaneWatch had been "far more successful than I anticipated in re-branding and re-positioning HSUS among a wide variety of Americans. ... HumaneWatch is having the intended effect of chilling some of the donation stream that HSUS would have expected prior to our campaign."

    Berman confirmed he wrote the memo but said Humane Society for America's Pets was a different project that never got off the ground. He said that idea came from supporters of HumaneWatch's message, while HSSP was a later initiative by different people, though he used the same corporate shell.

    He also said he refunded donations for the first project to contributors who wanted them back, but others agreed to let their money be used for similar purposes.

    Neither Berman nor Douglas would disclose who's funding HSSP. Its IRS filing for 2010, prepared by a Berman accountant, lists donations of more than $1.2 million, including 11 of $50,000, one of $100,000 and one of $300,000. Berman said he wasn't one of them. Douglas said the money came from "foundations and organizations that are involved in the pet industry." He said he didn't know if any were involved in agriculture.

    "We never tell anyone who contributes to any of the organizations that I'm connected with," Berman said. "Just as the Humane Society does not disclose its donors."

    Pacelle said Berman's efforts are backfiring.

    "I'm happy to say that our budget has grown substantially during the period of Berman's campaign," he said.

    Full ban on driver calls could be tough to enforce (AP)

    WEST PALM BEACH, Fla. ? A driver in the next lane is moving his lips. Is he on a hands-free cellphone? Talking to someone in the car? To himself? Singing along to the radio?

    If lawmakers follow the advice of a federal board, police officers will have to start figuring that out ? somehow.

    The National Transportation Safety Board said this week that drivers should not only be barred from using hand-held cellphones, as they are in several states, but also from using hands-free devices. No more "Sorry, I'm stuck in traffic" calls, or virtually any other cellphone chatter behind the wheel.

    Though no state has yet implemented such restrictive rules, the NTSB's recommendations carry weight that could place such language into future laws, or motivate the federal government to cut funding to states that don't follow suit.

    Many of the men and women patrolling the nation's streets and highways wonder how they would sort the criminally chatty from the legally chatty.

    "It would be almost impossible to determine if someone was talking on a phone or exercising their vocal cords," said Capt. Donald Melanson of the West Hartford, Conn., police department, which took part in a national pilot program aimed at cracking down on drivers' cellphone use. "That would be much more difficult to enforce, almost to the point where it would be impossible."

    Officer Tom Nichols of the Port St. Lucie, Fla., police said a law written like the NTSB suggests would be difficult to enforce because so many variables would be at play.

    "If you identify someone who has a hands-free set hooked up to their ear that doesn't mean they are talking on the phone," he said. "They could be talking to a passenger. They could be talking to a child in the back. They could be singing."

    Police could end up turning to technology for help. They might even end up with the cellphone equivalent of a radar speed gun.

    Fred Mannering, a Purdue University civil engineering professor who is associate director of the Center for Road Safety, said that since all cellphones emit signals, a simple Bluetooth detection device could spot them.

    Computers are already common in patrol cars, and Mannering said a relatively cheap add-on could fit them to track cellphone signals.

    "It would be really easy for police to have a computer on board and pick up those signals," Mannering said, "but it is sort of Big Brother."

    The NTSB's proposal, announced Tuesday as a unanimous recommendation of its five-member board, urges all states to impose total bans except for emergencies. It cited deadly crashes caused by distracted drivers across the country, and noted that many studies have shown that hands-free cellphones are often as unsafe as hand-held devices.

    The recommendation poses an astounding number of questions. What about chauffeurs and traveling salesmen who spend their entire day on the road? And roadside Amber Alert and Silver Alert notifications that implore drivers to call in if they spot a specific vehicle? What comes of phone lines dedicated to those "How's My Driving?" signs on trucks? How will you let someone know you're stuck in traffic?

    Joe Schwieterman, a DePaul University professor who studies people's use of technology while traveling, said he can't envision a law so restrictive ever hitting the books because phone use has become commonplace for drivers. He called such an approach "draconian" and said that if such a law were passed, the public would despise it as "imperial overreach," then ignore it.

    "It's a little like speeding laws where it will become just culturally acceptable to violate," he said. He said a no-call law would be followed only if violations carried stiff penalties like those for drunken driving.

    Lewis Katz, a law professor at Case Western Reserve University, said a nationwide ban on using cellphones while driving would be wildly unpopular, and likely the target of legal challenges. But he believed such a law, and the methods police might use to enforce it, ultimately would be deemed as constitutional as seatbelt enforcement.

    "I'm sure that it would be challenged on all sorts of constitutional grounds, including free speech," he said in a phone call from his car. "But it seems to me that it doesn't in any way infringe on any constitutional rights. It's a simple safety issue."

    Whether the NTSB's recommendations will motivate decision-makers remains to be seen, but they have certainly caught their attention.

    Transportation Secretary Ray LaHood, who has made combating distracted driving the signature issue of his tenure, stopped short of an endorsement. His department is separate from the NTSB.

    "My focus is going to be on preaching to people: Take personal responsibility. Put your cellphone and your texting device in the glove compartment when you get behind the wheel of a car," LaHood told reporters at a news conference in Chicago. "You can't drive safely when you have your hand on a cellphone and are trying to drive a 4,000- 5,000 pound vehicle."

    Florida House Speaker Dean Cannon, a Republican, said he was wary. His state is among those that have resisted passing laws restricting drivers' cellphone use.

    Cannon said future technological advances may prove more effective than legislation at addressing driver distraction issues. As an example, he cited his new iPhone, which can make phone calls and send text messages via voice command.

    "In these attempts to try and prevent every bad thing from happening," he said, "it's all too easy to overly restrict personal freedoms and individual rights and responsibilities."

    Sheriff Ric Bradshaw, the top law enforcement official in Palm Beach County, Fla., said that if lawmakers take the NTSB's suggestions to heart, they should address all manner of distracted driving.

    "I see women putting makeup on. I see a guy with an electric shaver. I see one woman with a newspaper. I see a guy with a dog in his hands. All of those are worse than texting," he said.

    Monique Bond, a spokeswoman for the Illinois State Police, said training would be key to enforcing any ban. Officers are already looking for unbuckled seat belts and swerving drivers; they'd have to add to their mental checklists.

    "It's something that is not insurmountable," Bond said. "How you're going to spot it, or how you're going to look for it ? you have to acclimate the troops and acclimate the operations as to how to do this."

    Chief Walter McNeil of Quincy, Fla., president of the International Association of Chiefs of Police, said enforcement of a total ban would be difficult, but that distracted driving needs to be addressed.

    "We certainly need to deal with the overall problem with distracted drivers, and getting some level of uniformity in how we enforce that would be helpful," he said.

    Unwanted online sexual exposures decline for youth, new research finds

    ScienceDaily (Dec. 15, 2011) ? A new study from the University of New Hampshire Crimes against Children Research Center finds declines in two kinds of youth Internet sexual encounters of great concern to parents: unwanted sexual solicitations and unwanted exposure to pornography. The researchers suspect that greater public awareness may have been, in part, what has helped.

    The study found that the percentage of youth receiving unwanted online sexual requests declined from 13 percent in 2005 to 9 percent in 2010. Youth experiencing unwanted pornography exposure declined from 34 percent to 23 percent over the same period.

    On the other hand, youth reports of online harassment increased slightly from 2005, up from 9 percent to 11 percent.

    The study, "Trends in Youth Internet Victimization: Findings From Three Youth Internet Safety Surveys 2000-2010," was recently published online in the Journal of Adolescent Health. It is based on national surveys of youth ages 10 through 17 conducted in 2000, 2005, and 2010.

    "The constant news about Internet dangers may give the impression that all Internet problems have been getting worse for youth but actually that is not the case," said lead author Lisa Jones, research associate professor of psychology at the UNH Crimes against Children Research Center. "The online environment may be improving."

    Jones pointed out that unwanted sexual solicitations are down more than 50 percent since 2000, when attention first was drawn to the problem.

    "The arrests, the publicity and the education may have tamped down the sexual soliciting online" said author Kimberly Mitchell, research assistant professor of psychology at the UNH Crimes against Children Research Center. "The more effective safety and screening features incorporated into websites and networks may have helped reduce the unwanted encounters with pornography."

    Jones said harassment may not have fallen because attention to that online problem has been more recent. "Hopefully, the new focus on online harassment will produce some of the same improvements in this problem that we have seen in sexual solicitations," she said.

    The authors cautioned that unwanted sexual solicitations should not be understood as necessarily communications from adult online predators. Previous research has found that while youth do not know the source of all the unwanted sexual solicitations they receive, when they did know, half were believed to come from other youth.

    Flotsam from Japanese tsunami reaches West Coast (AP)

    PORT ANGELES, Wash. ? Some debris from the March tsunami in Japan has reached the West Coast.

    A floating black mass about the size of a 55-gallon drum was found two weeks ago by a crew cleaning a beach a few miles east of Neah Bay at the northwest tip of Washington, the Peninsula Daily News reported (http://is.gd/9jSz9q) Wednesday.

    The float was displayed at a Tuesday night presentation at Peninsula College by Seattle oceanographers Curtis Ebbesmeyer and Jim Ingraham, consultants who produce the "Beachcombers Alert" newsletter.

    Tons of debris from Japan will likely begin washing ashore in about a year, from California to southern Alaska, they said. Items that wash up may include portions of houses, boats, ships, furniture, portions of cars and just about anything else that floats, he said.

    That could include parts of human bodies, Ebbesmeyer said. Athletic shoes act as floats.

    Flotsam in a current travels an average of 7 mph, but it can move as much as 20 mph if it has a large area exposed to the wind, Ebbesmeyer said. The latest float sits well atop the water, has a shallow draft and is lightweight. Similar floats have been found on Vancouver Island in British Columbia.

    Models show currents could pull some Japanese tsunami debris into the Strait of Juan de Fuca as far as Port Townsend.

    "All debris should be treated with a great reverence and respect," Ebbesmeyer said.

    If the debris has any kind of identifiable marking, such as numbers or Japanese writing, it may be traceable, Ebbesmeyer said. Families in Japan are waiting to hear of any items that may have been associated with their loved ones.

    Ebbesmeyer is retired from a career that included tracking icebergs, the 1989 Exxon Valdes oil spill and Puget Sound currents that affect sewage outflows. He wrote the 2009 book, "Flotsametrics and the Floating World: How a Man's Obsession with runaway Sneakers and Rubber Ducks Revolutionized Ocean Science."

    Ingram has retired from the National Oceanic and Atmospheric Administration, where he created computer models of ocean currents.

    Michael Jackson Doctor Can't Afford Lawyer For Appeal

    Conrad Murray asks judge for a court-appointed attorney to appeal his involuntary manslaughter conviction.

    Just weeks after being sent to jail for four years following a conviction on a felony involuntary manslaughter charge in the death of Michael Jackson, cardiologist Conrad Murray is throwing himself on the mercy of the court.

    The doctor had been slated to earn up to $150,000 a month to act as Jackson's personal physician before the pop icon's death in June 2009 from an overdose of the Murray-administered surgical anesthetic propofol. But on Tuesday E! News reported that Murray filed a notice of appeal in Los Angeles Superior Court in which he claimed that he is "indigent and respectfully requests the appointment of counsel on appeal."

    Murray, 58, is planning to appeal both his conviction and his sentence, but has not year filed papers with the California Appeals Court. He had hired two lawyers to handle his manslaughter case, but is now seeking attorneys with appeal experience. One of those former lawyers, J. Michael Flanagan, told E! that he was shocked at how his client is being treated in jail.

    "It is crazy and unbelievable how [the sheriffs] are treating" Murray in jail, said Flanagan, who claimed he waited over an hour to see Murray, who was brought out in handcuffs and leg chains. Flanagan was further shocked to see Murray handcuffed to the table for their meeting, something the lawyer said he'd never seen before in the case of a low-level, non-violent offender.

    Charles Peckham, who is handling civil cases against Murray, told the Associated Press that his client is under tight security and isolation that is more intense than other inmates at the Los Angeles Men's Central Jail.

    "Treating him like Hannibal Lecter is offensive," said Peckham. Sheriff's officials defended the tight security, saying it was for Murray's safety. "This man who saved lives made a mistake, and they're going to him pay like a mass-murderer."
